A model is developed to calculate the total kinetic energy (TKE) distribution of fission fragments in framework time-dependent generator coordinate method (TDGCM), extended include dissipation effects description induced dynamics. Starting from an expression for dissipative term GCM Hamiltonian that determines time evolution a statistical collective wave function, derived first part this work, integrated flux probability current through scission hyper-surface can be computed at different temperatures. The specific pair given temperature determined by balance formula. By folding energies with current, TKE calculated. illustrated calculation $^{228}$Th, 3D space coordinates: axially-symmetric quadrupole and octupole deformations, nuclear temperature.
